I would choose Luigi over Mario in every game except the Japanese version of Super Mario Bros. 2 (a.k.a. Super Mario Bros: The Lost Levels). The trade-off between jumping height and skidding distance doesn't work in favor of Luigi in that game, but does in every other one that I have played with him.
